ICAO warns EU ETS expansion could jeopardise global aviation emissions framework

The International Civil Aviation Organization (ICAO) cautioned that the European Union’s plan to broaden its Emissions Trading System (ETS) to include additional international flights may weaken the worldwide system designed to reduce aviation carbon output. The agency urged governments to reinforce their support for the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) rather than adopt overlapping regional schemes that could create regulatory fragmentation.

ICAO highlighted that a fragmented approach could undermine market confidence and the effectiveness of existing offset mechanisms, potentially slowing progress toward the sector’s climate goals. The organization called for coordinated action at the global level to ensure consistent, transparent measures that complement, not conflict with, the CORSIA framework.
